Background

GOVERNANCE AND STRUCTURE

Citybus (trading as Metro), N I Railways and Ulsterbus are wholly owned subsidiaries of the Northern Ireland Transport Holding Company (NITHC), a public corporation established under the Transport Act (N.I.) 1967 to oversee the provision of public transport in Northern Ireland. NITHC and each of the subsidiary companies have common board membership.

The Group’s business is the provision of bus and rail public transport services within and to / from Northern Ireland. A key corporate objective is integration and co-ordination of services. 

The organisation of the Group and its relationship with its sponsoring Department, the Department for Regional Development, may be summarised thus:

NITHC is responsible for the strategic planning and management of the operating companies. Additionally it must ensure that the aims and objectives set by the DRD, and approved by the Minister are carried out in accordance with the framework set out in the Management Statement & Financial Memorandum dated 28th July 2006 (as amended).

There is common executive management for the strategy and operations of the subsidiary companies which trade under the ‘Translink’ brand. 

It is a feature of the Translink management structure that the delivery of operations is decentralised to local management to ensure maximum flexibility and responsiveness to local transport needs.
